Retail Market and Gap Analysis Request for Proposals

The Downtown BIA is committed to enhancing the community, cultural, and commercial vitality of Ottawa’s downtown core. To support this mandate, the BIA is issuing a Request for Proposals (RFP) to invite qualified and experienced firms to submit proposals for consulting services to undertake a comprehensive Retail Market and Gap Analysis.

 

This analysis will assess current market conditions to identify the retail, restaurant, and services gaps and opportunities along Sparks Street and throughout the expanded boundary area in the core. The objective is to inform strategies that support a diverse and dynamic downtown—one that offers a compelling and balanced commercial mix appealing to residents, workers, and visitors alike, and that advances broader revitalization and economic development goals.

 

RFP Deadline: Monday, March 23, 2026 3 p.m. EST
